settings lost on restart-deluge 1.3.1 on ubuntu 9.10

Deluge forgets settings for max. simultaneous active torrents, and max. upload speed, revert after exit.

This is not a huge issue but it is a little annoying in a program that is otherwise my favorite torrent client.

running Deluge 1.3.1 on Karmic 9.10

Any suggestions would be appreciated -- note based on timestamps deluge appears to write the new settings but on restart reverts back.

There is webui bug #1370 but you would need to post debug logs if you are using the normal gtk ui.
