I've Deluge 1.3.5 on Windows Server 2008 R2 Updated (64 bit)

Not seeing any issues on Win7 64-bit.

Can you try reinstalling and test with 1.3.4.

I tried Deluge v1.3.0, v1.3.3, v1.3.2. Same

Did you install:  Visual C++ 2008 SP1 Redistributable Package (x86) as per FAQ?
