Add rating as seen in azureus

Description

In azureus someone can rate torrents with 1 to 5 stars and write a short comment. Compatibility with Azureus would be great.

Perhaps this could be added as an plug in. I set this to minor an 0.6.0 because of the upcoming rewrite.

I think this is a bloody stupid "feature". Azureus' rating system is pointless...if a torrent is bad, you'll prolly delete it after you get done watching it, if a torrent is good and you want to seed it a lot, you'll prolly remember the name of the torrent so you can watch it. No point spending development time implementing a feature that's pointless and almost no one wants/needs. If you'd like it, feel free to learn to code plugins for Deluge and implement it...Who knows, perhaps it'll eventually be shipped with the client.

I'll wait for 0.6.0 to be released then. Since no action will be taken, I changed it to trivial / wontfix. Hope this is all right for you.
