files in complete directory ignored during re-check

Description
After removing torrents, but not the downloaded files which remain in the complete directory (/var/lib/deluge/complete in my case), the files are ignored when adding the torrent again.
This only creates unnecessary traffic in the swarm and worked before if I remember correctly.
experienced with 2.0.0.dev7097+e3f5377+201707051516~ubuntu17.04.1 on Ubuntu 17.04

Please check that you are pointing it to the complete directory and has to be named the same as well
There're no clear subjects in the sence: What is _it_ and what has to be named as well?

If deluge is set up to use separate directories for incomplete and complete data, then it'd be much easier if both were checked by default.
