torrent in paused state should not create any folders

Description
Paused state need to rename folders and prepare hard drive or similar job. In my opinion paused state should do all job in memory/torrent file and do not try to have any active tasks.

I don't see why it shouldn't create folders. With 1.2, you are now able to rename the files/folders prior to adding the torrent. If this is really an issue, it will have to be addressed in libtorrent and a bug ticket should be opened there.
