I got this when i started deluged demon:

deluged: 1.3.15
libtorrent: 1.1.5.0
debian buster/sid

deluge (2.0.0.dev7385+043344b+201811131202~ubuntu18.10.1) all plugins are disabled and it's impossible to install new ones.

libtorrent-rasterbar >= 1.2 removes several functions required by deluge. Upstream bug is:
