Blocked IP ranges is always displayed "0"

Description

Blocked IP ranges is always displayed "0" in status bar even if Blocklist plugin is enabled. (I don't confirm that Blocklist plugin works or not)

Versions: libtorrent-rasterbar 0.14.5, Python 2.6.4

Platform: Arch Linux

I tried to remove ~/.config/deluge, blocklist works but still occur some problems with 1.2.0rc4.

1) The blocklist seems to be downloaded every startup even if 'Check for new list every' is set 4 days. Is it normal?

2) In classic mode, if deluge run on different locale, blocklist doesn't work. Please see 'deluge-different-locale.log'; I run on LANG=ja_JP.UTF-8 first (works), run on LANG=C next (doesn't work).

3) In daemon mode, importing blocklist on startup doesn't work even if 'Import blocklist on startup' is enabled; please see 'deluged-ja.log' and 'deluged-ja-console.log'. And 'Check Download and Import' doesn't work; please see 'xsession-errors-deluge.log'.
