Description
Add the ability to add a webseed to a (downloading) torrent.

I thought a simple menu item was sufficient for adding webseeds
Core created functions to add, remove and list webseeds for a torrent GTK UI added an "Add Webseed" option to the right click menu in the peers tab
accidently uploaded the patch twice and can't figure out how to remove it
