Improving the situation on windows would probably involve creating an installer which installs all the deps separately rather than bundled, which is probably worthwhile doing in its own right.
However I still think an integrated RSS plugin is needed. Sure power users can install FlexGet if they prefer but it's a bit unfair to make the average user install an extra app just to do some simple RSS downloading.

I really hope that you include functionality similar to uTorrent and not just a simple downloader (i.e. if it's on the rss feed, download it)

Apparently someone in the community is already writing a RSS plugin so I may not need to write one myself. Either way I'm sure it will have filtering.

I think the work that 'bro' has put into Plugins/YaRSS2 covers this nicely. The only part that is missing, as per usual, is the webui plugin page.

Do you not think leaving RSS to a dedicated app like FlexGet a better solution, so instead concentrate on improving the way that it communicates with Deluge?
One noticeable place needing work is the Windows FlexGet + Deluge installation, that is currently a pita.
I have seen comments that by having FlexGet it makes it easier to transition between torrent clients.
