WebUI doesn't populate files tab properly on windows server

Description
When the webui is running on a Windows server, and a torrent contains more than 1 file, the files tab never populates with the list of files. I have tested running the server on Windows Server 2003, and Vista, both 32 bit. No javascript errors are reported in the browser, or in the webui debug log.
