hello,
i can confirm this for 0.5.8.9.
the problem still exist. with speed-per-torrent-plugin it works, but total upload speed limiter does not.
the curious is, sometimes it seems to work, but sometimes not. then, even if i set speed to the half of my line, it seeds in fullspeed.
