Deluge seems to report torrents that are pending of recheck

Description
I'm a staff member of a private tracker where we limited the number of torrents in download state per member. We have found that there is one of our member being temporary locked because he exceeds the torrent limit number in download, but, it does when Deluge recheck all torrents for example when the program in closed improperly.
The problem seems to be that Deluge report all the torrents as downloads, I think the solution should not let Deluge to report torrents in verifying state.

This bug opened 3 years ago is a duplicate one of another opened 2 years ago, yeah.

I have rethink it and could be better to report verifiying torrents only when stopping them, at program close o by manually stop because someone could be active in a completed torrent uploading data but if he/she forces a recheck could be interesting not to lose the report of the data uploaded after the last announce and during the check.
