Create proper low-res icons

Description
Instead of simply downscaling the high-res application icon specific icons dedicated to each resolution should be created. This allows for crisp display of icons. See also the Tango Guidelines about this:

Well.. Even better would be to use SVG.. Vector graphics... Then it's naturally scalable to any point without losing quality. Much better solution than million separate diffirent sized icon-files..
Please re-read my report and the Tango Icon Theme guidelines I have linked to understand why this does not work.
Admitted, it works quite well for >48px resolutions. But anything below ought to have specialized icons manually crafted in order to compensate for the lower resolution. An SVG created at 48px resolution looks very ugly downscaled to 16px compared to an icon explicitely created for that resolution.
