Deluged 1.3.0 Wont update tracker

Description

I noticed deluged was not updating on a private tracker. When it first started up my seeding torrents would show. after a while it showed no torrents. i attempted to manually update torrents and kept getting the same "timed out" error. i ran a packet sniffer during times it updated, and force updated. updated were never sent to the tracker.

rb_libtorrent 0.15.4

libtorrent not installed. gentoo ebuild must have missed that dep.

i now have deluged logs and packet sniff while error occuring. they are too big for this site, please advise a good place to upload them to. 4 approx 5mb files
