cannot run deluge after crash (something with DHT or asio)

Description
AFter "Deluge crashed unexpectly" (or sth. similar), when trying to rerun application, i receive:

what(): Address already in use
it happens always after crash

After that nothing helps to rerun application, have to reboot :(
