Description
This small patch adds two columns to the torrent view called "Down Limit" and "Up Limit", which, respectively, display the download speed limit and upload speed limit for each torrent.

I'm setting the priority to "major" (which I noticed was the default when I opened the ticket) since I actually find this feature very useful, and much sought after in my own case. Before applying this patch, I often found myself marking all the torrents, right clicking them and selecting "Options->Upload Speed Limit->Set Unlimited" because I was unsure of whether I had set an upload speed limit on one of the torrents. This has become unnecessary with the proposed patch. Maybe a priority somewhere between "major" and "minor" would be more appropriate though.
