Share ratios of open torrents are reset to zero

Description
The share ratios for open torrents are not kept between sessions of deluge. Every time deluge is started, the ratios are reset to 0.

I've noticed that pressing pause or resume causes the share ratio value to increment slowly. I pressed paused continuously using the space bar and the ratios stopped incrementing at their true values.
