Description
This is the issue as I initially understand it:
You cannot set Deluge to "Show icon and notifications" (AKA stay always visible) in the system tray. When I go to "customize" in the system tray there are multiple Deluge.exe.

As I thought this was a gtk bug: https://bugzilla.gnome.org/show_bug.cgi?id=609622
I have tested with latest 2.24 versions on Win7 and the bug is fixed.

However the GTK+ bundle than is available on the usual resource site for Windows is outdated and does not include the fix:
http://sourceforge.net/projects/gtk-win/
This would mean to fix this bug our only choice is to bundle GTK+ in the Deluge installation which may increase the installer size substantially.
