Test active ports doesnt work for epiphany

Description
Have recently installed Foresight Linux, where Firefox is optional. Without Firefox the text active ports button doesn't load epiphany browser.

deluge uses whatever python guesses your browser to be. if it's not working well for you, set the $BROWSER environment variable to whatever you want and deluge will use that
