Proxy settings not being cleared from session.state

When you use a socks or other proxy for a session (for example in the college), and then unset the proxy setting, deluge doesn't download.
In IRC a couple of people have reported that this issue is because the proxy settings are being retained in session.state even after after unsetting in Deluge.
The workaround for now is to delete the session.state file and restart deluge.
