This is probably because of the Windows GTK language detection issue, see #1105.

I added a variable LANG="RU", reinstalled the Deluge, it was better, but the russian translation is not 100%.

Ok most of the highlights strings are GTK translations which have not been included in the GTK bundled with Deluge.
If you create the following directory and extract the attached ru.7z into it, your translations should work.
C:\Program Files (x86)\Deluge\share\locale
You should be aware that most of the Plugins are not properly translated, especially 3rd party ones.

It has become even better, but still not 100% Russian translation.

Fixed in 1.3-stable: 5d43c2ac9
Your screenshots suggest an installation issue or old translation files as the translation is 100% for russian and is one of the languages I use for testing.
Can you provide Deluge version, OS and installation method.
