Speed limits don't restored after restarting of deluge

Description
When I set some value of global download speed limit and then restart deluge without pausing torrent it looks like it continue downloading without any limits. If I then pause/continue torrent it continue downloading with limits.

What version of libtorrent were/are you using? Is this still an issue?
