Easier management of the bandwith for uploads

Description
I'd like to see these features in Deluge if it's possible. It would allow a easier management of the bandwith for uploads:
- Upload in priority torrents with few seeders
- Upload in priority torrents few seeded
- Define the maximum number of upload by torrent, at the same time

Wouldn't the set_priority function do the job ? www.rasterbar.com/products/libtorrent/manual.html
I would be very happy to see this feature in deluge.
