WebUI plugin does not stay clicked after apply

Description
Hi,
WebUI plugin does not stay clicked after apply. I have activated this option and apply it to be activated after the next deluge daemon restart but with no success. After I issue the deluge command, the process starts without the webui process.

You cannot activate the webui plugin from within the webui because you are already running the webui...
