Unable to right-click in sidebar in classic mode running webui plugin

Description
This bug means that you are unable to create/remove labels.
Not sure if this is a label plugin or webui issue.
Running deluged with webui plugin or deluge-web does not exhibit any problems.

I finally encountered this issue again and worked out that it was caused by WebUi? plugin being loaded after other plugins...
I can't quickly/easily backport the fix to 1.3 so the workaround is to ensure that in core.conf, WebUi is placed first.

Can't reproduce on stable-1.3 (tag deluge-1.3.9)
