Deluge starts only half the time at system boot

Description
I set up Deluge so that it starts with my system (Ubuntu 13.10), but it does start only half the time. In the case when it doesn't properly start at boot, I can't seem to launch it for the whole session.

If you are using an upstart script there is a bug with start on networking, see changes
Otherwise need more info such as error logs, or terminal output, please reopen if you have more info.
