tray icon option 'pause active downloads'

Description
It would be great if i could pause and unpause only the actively downloading torrents from the tray icon. Because deluge only has a pause & download state for torrents, unpausing already downloaded torrents that i've paused so that it stops seeding as problematic.

This should have been fixed in latest 1.3 versions, so that it pauses the session.
