Sorry for my bad English.
Target issues are #2386 and #2944.
Similar problems are reported at GNOME Bugzilla.

And it seems this bug is fixed in GTK + Ver 2.24.14 .

I replaced GTK + with Ver 2.24.23 , and confirmed that this issue does not occur.
If possible, please update the version of GTK + included in installer to 2.24.14 or higher.

From Sylpheed 3.5.1
http://sylpheed.sraoss.jp/en/
http://sylpheed.sraoss.jp/sylpheed/win32/sylpheed-3.5.1-win32.zip
http://sylpheed.sraoss.jp/sylpheed/win32/MinGW/GTK-MinGW-SDK_20140603.zip
I also replaced several libraries to run Deluge.
replace
libgdk-win32,libgtk-win32 2.24.10 > 2.24.23
libgio,libglib,libgmodule,libgobject,libgthread 2.28.8 > 2.38.2
add
libffi-6.dll
All files were from GTK-MinGW-SDK_20140603.zip .

However, doing this will prevent you from moving the Deluge window.(Deluge hangs up if trying to move)
I cannot determine what the cause of this is.
