This looks more like a gtk bug. Have os updates fixed it?

I'm getting the same issue here

Seems it's the breeze theme for me, the default GTK+ theme shipped with kubuntu 18.04 (possibly earlier too).

I can't tell if it's a breeze issue or deluge issue though, as other GTK2+ apps don't show similar behaviour - does deluge use the progress bar widgets differently or overrides the theme at all?

Switching to Raleigh works but it's ugly as sin:

Breeze dark is legible mostly, but it isn't an option when using Breeze light for all the Qt apps.

When comparing side by side with the gtk2 test app I get this
