Torrent progress raises and decreases with specified torrent

Description
The torrent [singular-4.0.3p3.tar.bz2](http://mirror.aarnet.edu.au/pub/sage/spkg/upstream/singular/meta/singular-4.0.3p3.tar.bz2.torrent) causes the progress to raise and decrease without any noticable pattern. At some point it remains idle. Removing the torrent and adding it again doesn't help.
