The context menu of the taskbar icon does not show the options

Description
On windows the context menu of the taskbar icon does not show the options. You have to scroll down, to see the options. But the menu is so small, that all the options should be visible from the beggining, without the need to scroll for them.

This bug is not invalid. I am using Windows Vista Home Premium 32bit edition, without SP1 installed. Take a look at the flash video (deluge_menu.swf) on what happens. The same was, when I was using Windows XP. However I'm not sure if it happens on Linux too.
