Changing a file's priority to "Do Not Download" does not prevent download before completion of files with other priorities.

Its very likely that those tiny files were wholly in the same piece as the start or end of the large file - as long as that is the case, deluge has to download them to finish out the other file.

Download of other files halts when the wanted files are complete. This isn't just for small files, that's just how I noticed it first. The issue affects all files in the torrent.

I first noticed this when downloading large files (such as audio/video) that come with miscellaneous information files ("Torrent downloaded from foo.bar", etc). Immediately after adding the torrent, I pause it and mark all the unnecessary files as "Do Not Download." When the big file is finished, I always find that Deluge has downloaded all the files marked "Do Not Download."
