confirmed that removing the -d lets it work

Can reproduce on a fresh install : (had the same issue on Debian 9 (stretch)) Removing -d makes web interface daemon start. Otherwise crashes after trying to start without logging anything. Should be : 

ExecStart=/usr/bin/deluge-web


deluged: 1.3.15
deluge-web: 1.3.15
libtorrent: 1.1.11.0
Debian GNU/Linux 10 (buster)
