Show Time in 'Added' and 'Completed' columns.

Description
As title, request about bringing back old behaviour from deluge1 regarding including time in 'Added' column, and also for newly added 'Completed' column please. Request originally made by magickai on deluge forum here: https://forum.deluge-torrent.org/viewtopic.php?f=7&p=235316#p235316
Lastly, if deciding to including this, then keep in mind that deluge.common.fdate(date_only=False) will show the time in 24 hour format even on US locale, because 'locale.setlocale(locale.LC_ALL, ))' on deluge2 only defined for consoleUI, but deluge1 did define upon gettext initialization in gtkui.py.
