deluge-web refuses connections with PyOpenSSL-26.2.0

Description

After upgrading PyOpenSSL on my system from version 26.1.0 to 26.2.0, deluge-web stopped accepting connections, though the service stays up.

The service log is attached.

Upgrading Twisted to version 26.4.0 fixes the issue.
