File checking after restart

Description
I have 2 torrents running in deluge, both 1.1 GB in size.
Both are seeding (100% complete), I pause both of them, them close deluge, running in classic mode.
When I re-open deluge they both they are both still paused but start to check the files.
If the files are paused before deluge is shut down, I don't see why they would need to be checked when it restarts.
