Full Allocation is not actually full

Description
Using the latest deluge (1.0.0) under Debian Sid . The files are saved in a XFS separate home partition . Torrents with low resources (low number of seeds and peers) are not fully allocated when they start downloading . I noticed that with many torrents (mostly single-file avi videos with the size 175MB or 350MB) .

We use sparse files as our 'full' allocation..

File manager shows that the file size is less than the actual size
