Deluge don't start on international language versions of Windows

Description
Deluge 1.0.2 don't start on other language installations of Windows xp (Spanish in my computer).
When I click to shortcut generated by installer, it pop up a console, but Deluge don't successfully start, console disappears and Deluge don't launch.
I can run Deluge patching some files in program directory and doing others tweaks. I'm going to explain here accurately:
- I moved Deluge folder created by installer in C:\Archivos de programa\ (program files in spanish) to C:\Program Files\
- I added a Environment variable, named, for example, DELUGE pointing to C:\Program Files\.
- I replace %PROGRAMFILES% by %DELUGE% in C:\Program Files\Deluge\deluge.cmd
