Deluge start before blocklist update

Description

When I restart deluge with working torrent, after reboot deluge is downloading file when in background blocklist is updating. I'm think that blocklist must update first then deluge would start downloading (via .tooren). Sorry for my bad english.

I have experienced this too. The old version would stop the downloads until the blocklist is fully loaded.
