Deluge 1.3.4

A lot of bug fixes in this minor update, especially some key fixes for users who run the Windows build. Of note, the new Windows installer also bundles GTK+ with it, so it is no longer necessary to install GTK+ separately and if you currently have GTK+ installed you can now uninstall it (unless you have some other apps that depend on it!).
