Deluge 1.3.6

A major bug-fix release including compatibility for libtorrent 0.16 and WebUI usability fixes.

Windows users will see a new DelugeStart theme and Extractor plugin support. Also of note is deluged.exe and deluge-web.exe programs will no longer show a cmd window and now simply run as a background process.
