Seeding ratio doesn't take into account what it should

Description
For most people seeding is thought up as amount transferred up divided by amount transferred down.
Instead of using (uploaded on this torrent)/(total torrent size if everything was downloaded that could be downloaded on this torrent)
it should use (uploaded on this torrent)/(downloaded on this torrent)
through Deluge for this torrent's session. Maybe as an option it could be (uploaded on this torrent)/(total completed on this torrent so far)
for those that have already downloaded pieces and/or lost files, and rechecked the torrent.

Bump that. Not sure if this has been fixed and then re-introduced or just wasn't addressed, but right now share ratio doesn't work for me.
Deluge: 2.0.4.dev38+g23a48dd01-2 OS: 5.9.10-arch1-1
I have Preferences->Queue-> Share ration: 3 (Checked), Radiobutton: Pause torrent.
Particularly, the upload continues even after reaching the specified Share ratio.
