Description
Everytime i add a multi-torrent at once *download torrent files and open them all at once not via magnet* and keep it to download, once it finishes the date in windows explorer are 1/1/1970 12:00:00 AM but in the deluge application the dates are fine.
For example i added 3 torrents look at the dates http://gyazo.com/85d609eef898b8bfdefec370c92e1c3c

I am using the latest version and this bug is very situational the reproduce rate is about 2 in 10 or lower I generally get it once or twice a week and no not moving anything so not even on to turn it off

No not really, if I had I would have provided more info that can actually help solve this bug.. As it stands I know my current information is not much but maybe if it gets reported also in the future the information you would get would be much more valuable and of use.

The issue outlined in the ticket is with the specific torrents, not libtorrent. See https://twitter.com/horriblesubs/status/532089651972956161
This sounds like a libtorrent bug, what version are you using? Also are you moving storage after completion? Does turning that off change anything?
