Port Scheduler plugin

The scheduler plugin needs to be rewritten for 1.x branch

I can't emphasis how useful this plugin is, and how much I'm hanging out for it to be ported! I'm not sure what it's like for other people, but 80% of my download allowance is for "off-peak" use, so to make the most of it, it would be very helpful to have this ported.

I'd also like to second my love for this plug-in! I'm considering downgrading to an older version just for this plug-in, so any work towards implementing it for the 1.x branch would be greatly appreciated.

I would like to give my vote too :-) The interface was pretty easy to use and adapt, and I was a little sad after the ubuntu upgrade let me without it, any work on it would be appreciated :-)
