File-priority 'skip' sometimes ignored.

There's an issue currently with files marked for 'skip' priority but still is downloaded, and the torrent 'size' still reflects the full size, despite the UIs listing 'skip'. It happens in all 3 UIs for me, though very intermittent so hard to catch, or make sense off. Was recently reported on forum by rez, and little after by Novosedoff in linked threads below. Personally found happens much less with 'prioritize_first_last_pieces' option disabled, and also seemed happen lesser on libtorrent v1.2.x, but no catch-all scenario to provide, i'm affraid. Rez reported having no issues before, with a previous deluge version, and no issues either currently through deluge-console, though personally couldn't reproduce here. I know there where old bug regarding this, and before mentioned option, but was fixed I see, long ago, and also as said, not fully dependant on that option either.
