Deluge kills network connectivity

Description
Running Deluge causes all other network activity to fail. Firefox can't load any site at all. This is with Deluge 0.5.8.3. Previously, I used 0.5.5 which didn't exhibit this behaviour. I allow max 150 connections, and 0.5.8.3 seems to only use 40 - 50.
The older 0.5.5 version could use up all the 150 slots and still not cause disruptions to network activity.

Try limiting your upload slots and just tweaking your network settings in general.
As i mentioned, 0.5.5 works fine. Same settings
I always limit upload bandwidth to less than 2/3 of my max & max upload slots to 4. Is that unreasonable? These settings worked on Azureus (Windows & Linux), uTorrent (Windows), rTorrent & Deluge 0.5.5 so I don't see why it shouldn't on 0.5.8.3
